Reference:
These lines have been taken from the poem 'Leisure' written by William Davies.

Context:
In this poem, the poet complains that modern man is busy with making money and materialistic pursuits. He has no time for beauty of nature and of man. His life is full of cares and worries. As a result he has made his life ugly and miserable.

Explanation:
In the giving lines, the poet laments the rush and hurried manner of modern life. Nature has many boons and blessings, but man is too busy to enjoy then. Life is full of delights but man has no time to relish then. Again he has no time to turn at 'beauty' glance. Streams are full of sunny bubbles and shining beads, but man has no time to attend to full of singing birds and beautiful beasts, but man has other problems
These problems embitter his life, but he has no way-out The repetition of the phrase no time emphasize the basic idea of the poem.
