            These lines have been taken from the poem Tartary written by Walter De La Mare.

Context:
In this poem, the poet creates a land out of his imagination, and he names it Tartary. In this dreamland, all wishes of the poet would be fulfilled and all of his dreams would come true. In fact, the poem is a journey into the realm of imagination.

Explanation:
            In the given lines, the poet imagines himself to be the lord and ruler of Tartary. There would be no one to challenge his undisputed authority. Peacocks would flaunt in his court, tiger would haunt in his forest and fish would slant in his pools. He would be called to dinner by trumpeters. In the evening his palace would be lit by lams whose lights would be yellow as honey and red as wine. His palaces would resound with sweet melodies. His robes would be embroidered with gold, white and green beads. He would be clad in rich robes and enjoy a ride through green pastures and enchanting glades in his carriage drawn by seven zebras.
